Annual Parish Meeting
Minutes of the Annual Parish Meeting for Broadwoodkelly Parish Council held in the Village Hall on Tuesday 8th May 2019 at 7.00 p.m.
Present: Chairman Cllr Roger Heggadon, Cllrs D. Reed, A. Penny, J. Clark, Mrs B. Cook and R. Gant.
There were no members of the public present and the Borough Councillors were unable to attend because they had another meeting.
1. Minutes of the previous meeting:
It was proposed by Cllr Gant that the minutes of the meeting held on 22nd May 2018 be signed as a true record. This was seconded by Cllr Cook and unanimously agreed. The chairman signed the minutes.
2. Matters Arising from these minutes
There were none.
3. Chairman’s Report covering the activities of the Parish Council over the past year
The chairman began his report by stating that it was with regret he accepted the resignation of Jo Duffin at the beginning of the year. She was a valued member of the council and her input will be missed.
Alex Penny filled the vacancy and he has become a valued member of the council. He is a member of the Broadwoodkelly Community Web Group. The chairman thanked Councillor Cook for running the parish website.
Planning applications have, once again, kept the council busy throughout the year.
The chairman expressed his thanks to Julie Clark, who was instrumental in getting the defibrillator installed in the telephone box.
The Community Landing Site for the Devon Air Ambulance Trust looks as if it might go ahead. The landowner is on board and it is understood that another meeting is to be held.
The chairman stated he was honoured to lay a wreath at a church service to commemorate the 100th anniversary of the Armistice. The church service was followed by a Peace Tea held in the village hall.
This year has been election year. The chairman thanked the Borough Councillors Lois Samuel and Louise Watts who have attended meetings throughout the year. Louise stood in another ward. Lois was re-elected in the Exbourne Ward along with Barry Ratcliffe. The chairman stated he looks forward to seeing the Borough Councillors at parish council meetings over the coming months.
It was also the parish council elections and the chairman stated he was saddened by the resignation of Trevor Hill, who had a wealth of knowledge and was invaluable to the council. He thanked him for all his hard work over all the years he had been a councillor.
The chairman expressed his sincere thanks to the remaining members of the council and thanked them for all their hard work over the past twelve months and stated he looks forward to working with them again over the coming year.
He concluded his report by thanking the clerk for her work over the past year.
4. Report by Borough Councillor
The Borough Councillors had been unable to attend the meeting, but Councillor Lois Samuel had sent a report with the main items within the Council’s budget setting process. This had been emailed to all the members of the council
5. Members of the public to address the parish council or Borough Councillor with issues of concern
There were no members of the public present to address the council.
