BROADWOODKELLY PARISH COUNCIL

Minutes of the Broadwoodkelly Parish Council meeting held on Tuesday 22nd March 2022 at 7.30pm in the village hall.

Present: Councillors R. Heggadon (Chairman), R.Gant, J. Clark, A. Penny, Mrs B. Cook and Mrs C. Brook.

Councillor Barry Ratcliffe, Borough Councillor for the Exbourne Ward, had sent his apologies as he was unable to attend this evening’s meeting.

1. To receive apologies for absence and consider if the reason for the absence should be approved by the council. Councillor D. Reed had sent his apologies. The apology was accepted.

2. To receive any declarations of Interest from members:

Councillors are reminded to declare any personal or prejudicial interest they may have in any agenda item. There were no declarations of interest.

2.1 The parish council has delegated the power of granting dispensations to the clerk

2.2 To receive written requests for dispensations for disclosable pecuniary interests (if any)

2.3 To grant any requests for dispensations as appropriate.

3. To receive and approve the Minutes of the meetings held on 25th January 2022 and 17th February 2022

Councillor Mrs Cook proposed that both minutes be signed as a true record of the meetings. This was seconded by Councillor Gant and agreed by all. The Chairman signed the minutes.

4. Public Participation – there were no members of the public present.

5. Report by Borough Councillor – the Borough Councillor was not present.

6. Past Subject Matters for further discussion:

a. [6.a] Parish Website – Councillor Mrs Cook reported to the council that the website is still being regularly viewed by residents. She is willing to put anything on there. Dee Gant keeps the diary going. All agreed that it is a good tool for the community.

b. [6.b.] Areas of Highway requiring work to utilise TAP fund money – the road between Middlecott and Ingleigh Green is getting very bad.

c. [6.d] HM Queen Elizabeth II Platinum Jubilee – the village hall committee is arranging events for the Jubilee. The council then discussed the issue of mugs. The clerk has received advice from DALC regarding the VAT on the mugs. The clerk has received orders for 32 mugs (27 of these are for children under the age of 16 and 5 are from residents who wish to purchase a mug). The clerk was instructed to order a box of 36 at a cost of £266.02. ‘Broadwoodkelly’ to be printed on the mugs and the clerk to receive delivery of them.

d. [6.e] Self closing gates on footpaths – the two gates have been delivered.

e. [6.f] Dedicated email addresses for councillors in connection with council business – the clerk stated that Councillor Cook has created her new email, but no-one else has. The other councillors will endeavour to do so.

f. [6.g] Broadband – Councillor Gant has met with David Robinson and Giles. Giles has a list of persons requesting improved Broadband that he can send to Gemma Bristow, the Community Broadband Specialist at WDBC. David is sending a mailshot to residents at Ingleigh Green to make them aware.

g. [7.a] Neighbourhood Plan – Councillor Ratcliffe has put the parish council in touch with the person (Duncan Smith) who advises on the Neighbourhood Plans. He does a Zoom presentation to Councillors so they are aware of the implications (costs, benefits etc.) before going to the residents with the proposal. Councillors felt it would be good to hear what he has to say and felt a Tuesday evening would suit most of them. The clerk to contact Duncan.

7. Clerk’s report and correspondence received:

The following correspondence is contained within the Councillors folder:

a. Clerk’s and Councils Direct

b. Pruning of trees adjacent to the village hall for Western Power Distribution – Joe Dietrich from a landscaping company has contacted the clerk asking who owns the trees at the entrance to the village hall. They require consent for routine maintenance to be carried out on them to ensure safety around the power cables. The council discussed this and stated they did not know who owns these trees. They also asked the clerk to make him aware that the area is in a Conservation Area.

8. Planning:

a. Applic No 3123/21/FUL Cherry Hayes, Ingleigh Green, Broadwoodkelly – replacement dwelling. Conditional approval.

b. Applic No. 4219/21/PDM Barn at Holbrook, Broadwoodkelly – Application to determine if prior approval is required for a proposed change of use of agricultural buildings to 1 No dwellinghouse (Class C3) and for associated operational development (Class Q (a+b)). Prior approval required and given.

c. Applic No. 0066/22/AGR Southdown Farm, Broadwoodkelly – application to determine if prior approval is required for a proposed new general purpose agricultural building 18.29m length x 23.47m breadth x 6.20m height. No consultation requirement – sent out for information only. Agricultural determination details not required.

9. Finance

a. Invoice from Belstone Farm and Garden Services (delivery of two gates) – £57.50

Councillor Cook proposed that this invoice be paid. This was seconded by Councillor Gant and agreed by all.

b. Invoice for website costs – to be confirmed

Councillor Cook stated this item to be brought to the next meeting.

c. Invoice from clerk for wages/expenses – £190.88

Councillor Cook proposed that this invoice be paid. This was seconded by Councillor Gant and agreed by all.

d. Interest on Business Reserve Account (Jan/Feb) – £0.11

e. Balance at Bank – as at 1st March 2022 the balance in the current account was £7507.78 (this does not include the cheques signed this evening). As at 1st March 2022 the balance in the Business Reserve Account was £6786.61.

f. The purchase of mugs for the Queens Platinum Jubilee was agreed under item 6 c. A cheque made out to CommuniCorp for £266.02 was agreed and signed.

10. Matters for further reporting:

Councillor Cook stated she had looked at the Code of Conduct and it seemed very straightforward.

She wondered if the council should have a No Abuse Policy. Councillor Penny felt the council did not require one. The consensus amongst the councillors present was that the council did not need one.

Councillor Gant stated the village hall AGM was coming up and he wanted to know who the parish council representatives on the village hall committee were going to be. The current representatives are himself and Councillor Clark. The chairman asked if they were still willing to be the representatives and they both stated they were. No-one else wished to take on the role so it was unanimously agreed that Councillors Gant and Clark remain as the representatives.

16.1 Enforcement cases – this remains the same.

12. Date of next meeting:

May 24th 2022 in the village hall. This meeting will include the Annual Parish Meeting and

the Annual Council meeting.
