Annual Parish Meeting
Minutes of the Annual Parish Meeting for Broadwoodkelly Parish Council held in the Village Hall on Tuesday May 23rd 2023 at 7.30pm
Present: Chairman Cllr Roger Heggadon, Cllrs D. Reed, Mrs. B. Cook, R. Gant, A. Hawkey, Mrs S. Walters and D. Mendus-Edwards.
Newly elected Borough Councillor for the Exbourne Ward Louise Watts was present. She was congratulated on her election.
There were five members of the public present.
1. Minutes of the previous meeting:
To agree the minutes of the last meeting, held on May 24th 2022 as a true record
It was proposed by Councillor Mrs B. Cook that the minutes be accepted as a true record. This was seconded by Councillor Reed and agreed by all. The chairman signed the minutes.
2. Matters Arising from these minutes
There were no matters arising.
3. Chairman’s Report covering the activities of the Parish Council over the past year
The chairman welcomed everyone to the meeting.
A variety of planning applications has kept the parish council busy over the past twelve months. The application at Highcroft has been granted permission and an application to built a detached cottage in the heart of the village has been refused permission. The redundant chapel at Splatt has been granted permission to be converted into a dwelling.
The website continues to be a hub for parishioners to find out what is happening in the parish. Discussions are currently being held with the developer to make some improvements to the website. The chairman thanked Beverley, who runs it.
The Queen’s Platinum Jubilee was held last year and mugs were given out to the children in the parish. However, in September HM The Queen passed away and we have just celebrated the Coronation of King Charles III and mugs have been given out to children in the parish.
The chairman thanked Robin, who as P3 Co-ordinator fills out the survey forms each year for the footpaths.
There has been much talk about preparing a Neighbourhood Plan for the parish. It is hoped to move this forward in the forthcoming year.
The chairman stated he regretfully accepted the resignation of Cath Brook in November, but welcomed Sue Walters to the council in March when she was co-opted on.
He wished to thank Alex Penny, who did not stand for re-election this year and Jon Clark, who was not re-elected in the recent elections.
He also thanked Barry Ratcliffe, who as the former Exbourne West Devon Borough Councillor, had provided the parish council with updates. We look forward to receiving these updates from Councillors Mike Casbolt and Louise Watts, who have been elected as the new Borough Councillors for this ward.
He thanked the councillors for all their hard work over the past twelve months and stated that he looks forward to working with the new council members who have been elected following the parish council election.
He concluded his report by thanking the clerk.
4. Report by Borough Councillor
Councillor Watts stated it was good to be back. She took four years off to spend time with her family. There isn’t much at the moment to update the parish council on as there hasn’t been a meeting yet. It is due to be held on May 30th.
Her colleague Councillor Mike Casbolt is new to it all, but hopes to attend the next meeting.
5. Members of the public to address the parish council or Borough Councillor with issues of concern.
None of the members of the public present wished to raise any issues.
