Broadwoodkelly Parish Council

Minutes of the Broadwoodkelly Parish Council meeting held on Tuesday September 27th 2022 at 7.30 pm in the village hall.

Present: Councillors R. Heggadon (Chairman), R. Gant, Mrs B Cook, J. Clark, A. Penny and D. Reed.

Borough Councillor for the Exbourne Ward, Barry Ratcliffe, was in attendance wishing to discuss a planning item, but then had to leave to attend another meeting. The item would be discussed at the beginning of the meeting.

There were two members of the public in attendance.

1. To receive apologies for absence and consider if the reason for the absence should be approved by the council.

Councillor Mrs C. Brook had sent her apologies because of work commitments. The apology was accepted.

Discussion with Councillor Ratcliffe:

Councillor Ratcliffe has received the report from the Planning Officer regarding the application at Holbrook. The planning officer wishes to approve the application and he has asked Councillor Ratcliffe for delegated powers. Councillor Ratcliffe has noticed the comments made by the parish council and wished to know if they wished to pursue them or whether he could grant delegated power to the planning officer to approve. The matter was discussed and the council will make a response to Councillor Ratcliffe ASAP.

Councillor Ratcliffe was thanked for attending the meeting and he then left to go to his other meeting.

2. Declaration of Interest from Members:

Councillors are reminded to declare any personal or prejudicial interest they may have in any agenda items.

There were no declarations of interest.

2.1 The parish council has delegated the power of granting dispensations to the clerk.

2.2 To receive written requests for dispensations for disclosable pecuniary interests (if any)

2.3 To grant any requests for dispensations as appropriate

3. To receive and approve the Minutes of the meeting held on July 26th 2022

Councillor Mrs B. Cook proposed that the minutes be signed as an accurate record. This was seconded by Councillor Penny. The chairman signed the minutes.

4. Public Participation – one of the members of the public stated she used to work for Somerset County Council and would be in favour of having a Neighbourhood Plan.

5. Discussion on whether Broadwoodkelly should prepare a Neighbourhood Plan or not (includes members of the public)

Members of the parish council were very disappointed with the lack of interest. Councillor Mrs Cook stated a friend of hers was unable to attend this evening, but would assist with a Neighbourhood Plan.

Councillor Reed suggested publicising it at a village event and obtain peoples interest there. There is an event in January so the parish council will publicise the Neighbourhood Plan then and ascertain interest at this.

6. Report by Borough Councillor

Councillor Ratcliffe has been in attendance and had to leave to attend another meeting.

7. Past Subject Matters for further discussion:

a. [6.c.] The death of HM Queen Elizabeth II – the death of HM The Queen occurred at the beginning of September and the period of mourning has now ended. The parish council were saddened by her death. No-one had any other comment to make.

b. [6.a] Parish Website – Councillor Mrs B Cook reported that the website still gets 100 hits per week. The new churchwarden is updating the church page

c. [6.b] Areas of highways requiring work to utilise TAP fund money

i. Repairs to Middlecott Farm to Ingleigh Green Road

Councillor James McInnes was contacted by the clerk. Josh Sillitoe from DCC then

Emailed to say he had inspected the road and marked over 20 defects on system to

do. It could be a month before it is done and that is if other more important work

doesn’t come in. Councillors reported that some of the work has been done.

d. [6.e] Dedicated email addresses for councillors in connection with council business

No more councillors have registered a dedicated email address, but those that have find it much better as they don’t have to scroll through private emails to get to the council ones.

e. [6.f] Broadband – nothing to report. Councillor Penny stated he was receiving a grant for a 4G booster aerial. He will know more at the next meeting.

8. Clerk’s report and correspondence received:

The following correspondence is contained within the Councillors folder:

a. Risk Assessment – Councillor Gant has prepared a risk assessment. Phone Box has been taken on by the defibrillator organisation. Structure looks sound. The noticeboard – a new one was purchased a few years ago and is in good condition. The seat – no splinters were found. It is well fixed to the ground and there are no apparent risks.

b. Letter from Okehampton and District Community Transport Group requesting a grant. This was discussed. Councillor Penny proposed giving the group a donation of £50. Councillor Mrs B. Cook did not support the proposal, but the other four councillors did support the proposal. A donation of £50 will be made to ODCTG.

c. To consider improvements to the present webpages used by the parish council in the context of renewal of the existing website contract for the next financial year and of giving adequate publicity for future meetings – Councillor Penny requested this item be added to the agenda. The Broadwoodkelly website has a page for the parish council, but there is nothing on it. Whilst he accepts it is explained that you look at the noticeboard page wouldn’t it be better to have everything on the Parish Council part of the website? It was generally felt this would be beneficial and when the website group next meet with the website provider they will ask for improvements to the website. If there are extra costs it was generally felt that the parish council could help with funding.

9. Planning:

a. Application No. 1927/22/FUL South Stone Barn, Broadwoodkelly – change of use from agricultural land to domestic use. Granted conditional approval.

b. Application No. 0896/22/FUL Moorview Farm, Bondleigh (sent as neighbouring parish) change of use from existing studio to form accommodation create new extension to form new photographic studio; install shepherds huts and construct “Tree Houses” for holiday accommodation; form parking in existing equine sand school and install new sewerage treatment plant. No comment submitted.

c. Application No 1433/22/FUL Land at SS 617 058, Broadwoodkelly Readvertisement (amendment to address) – Erection of detached cottage with off road parking. Refused permission.

d. Application No. 2303/22/FUL Former Methodist Chapel, Broadwoodkelly – change of use from redundant chapel to dwelling. Granted conditional approval.

e. Application No. 2583/22/LBC Judleys Thatch, Ingleigh Green, Broadwoodkelly – Listed Building Consent for alterations to listed building and replacement of existing stable block. Discuss at meeting.

The application was discussed and the council had a neutral view.

f. Application No. 2582/22/FUL Judleys Thatch, Ingleigh Green, Broadwoodkelly – replacement stable block and alterations to existing car port (part retrospective). Discuss at meeting.

As above the council had a neutral view.

g. Application No. 3123/22/FUL Colehouse Farm, Broadwoodkelly – Erection of stable with tack room. Discuss at meeting.

The application was discussed and the council had a neutral view. The clerk was asked to comment that there were no details of any hardstanding included in the application.

10. Finance

a. Invoice from clerk for wages/expenses – £181.37

Councillor Penny proposed that the invoice be paid. This was seconded by Councillor Mrs B Cook and agreed by all.

b. Received cash from sale of Jubilee Mugs (includes £18 minuted in July minutes) – £36.00

The chairman mentioned that he still has three mugs left and he is still trying to deliver five mugs to someone who ordered them for their children. Councillor Penny stated he would be interested in buying two mugs.

c. Interest on Business Reserve Account (July/Aug) – £1.15

d. Balance at Bank – as at 1st September the balance in the Current Account was £7576.80 (this does not include the cheques signed this evening). As at 1st September the balance in the Business Reserve Account was £6789.45.

11. Matters for further reporting:

Councillor Clark mentioned the council had been around clearing out the drains, but there were some that couldn’t be cleared because the jet couldn’t move the blockage. The drains by Pattiland and opposite Councillor Clark need clearing.

Member of the public mentioned that the coach trip to Boscastle is now almost fully booked.
