Broadwoodkelly Parish Council

Minutes of the Broadwoodkelly Parish Council Meeting held on Tuesday July 27th 2021 at 7.30pm in the village hall.

Present: Councillors R. Heggadon (Chairman), Mrs B. Cook, A. Penny, R. Gant, J. Clark and Mrs. C. Brook.

Councillor Barry Ratcliffe, Borough Councillor for the Exbourne Ward, was also present.

There were no members of the public present.

1. To receive apologies for absence and consider if the reason for the absence should be approved by the council.

Cllr Darren Reed sent his apologies as he is away. Cllr Mrs Cath Brook sent her apologies because of work commitments. These apologies were accepted.

2. To receive any declarations of Interest from members:

Councillors are reminded to declare any personal or prejudicial interests they may have in any agenda item.

2.1 The parish council has delegated the power of granting dispensations to the clerk

2.2 To receive written requests for dispensations for disclosable pecuniary interests (if any)

2.3 To grant any requests for dispensations as appropriate.

There were no declarations of interest.

3. To receive and approve the Minutes of the meeting held on 25th May 2021

Councillor Penny proposed that the minutes be signed as a correct record. This was seconded by Cllr Mrs Cook. The chairman signed the minutes.

4. Public Participation

There were no members of the public present.

Councillor Mrs C. Brook arrived. She declared an interest in item 8.b (planning application at Mount Pleasant Farm).

5. Report by Borough Councillor Councillor Ratcliffe stated the principal item is that West Devon Borough Council has formed a Plan for West Devon, which aims to prepare for the next 25 years. It is a draft document at the moment, but it is hoped that it will be sent out to each parish (hopefully within the next week) and someone from WDBC will be available to come to the local council meetings.

West Devon is having problems with the refuse crews owing to Covid alerts and lack of lorry drivers. They are not always able to complete their rounds. It is likely there will be disruption to the collections. Devon County Council disposes of the refuse, but WDBC has an obligation to collect it.

Councillor Gant mentioned to Councillor Ratcliffe that Giles Warham, a resident in the parish, had contacted the Rural Internet Office at West Devon Borough Council and asked if Councillor Ratcliffe could follow this up.

6. Past Subject Matters for further discussion:

a. [6.a] Parish Website Cllr Mrs Cook stated they are beginning to see more hits, but it hasnt got back to pre-Covid levels yet. There were 233 hits in one day, but that was because there was an event happening.

b. [6.d] Areas of highways requiring work to utilise TAP fund money some areas were mentioned, but need a list to make a complete days work for Mr Pell.

c. [12.a] Registers of Interest (following adoption of revised Code of Conduct) the clerk has now received most of the registers of interest.

7. Clerks report and correspondence received:

The following correspondence is contained within the Councillors folder:

a. HM Queen Elizabeth II Platinum Jubilee Cllr Penny wondered if anything was taking place and if the parish council would consider giving a grant towards a commemoration event. Giving a mug to the children in the parish was mentioned. The clerk to keep this item on the agenda.

b. Clearance of hedge growth at stiles Cllr Gant stated the parish council has funds in the P3 pot. There are 12 stiles in the parish and someone has stated they would strim them for £12 per hour. The clerk mentioned that to be seen to be transparent the position probably ought to be advertised. The issue of insurance and training was also mentioned. Cllr Gant stated he would contact Ros Davies at DCC and seek her opinion.

e. Road Closure 19th October for a maximum of 5 days. Road from Splatts Cross to Park Farm. Overhead work only (Western Power Distribution).

8. Planning:

a. Applic no 2022/21/VAR Grattons Farm, Broadwoodkelly Application for removal of condition (e) (agricultural tie) of planning permission OA.3.7.2247/87/5744/7. A comment was required prior to the meeting. The council objected.

b. Applic No. 2686/21/FUL Mount Pleasant Farm, Broadwoodkelly Full planning application for first storey extension for annexe accommodation to main dwelling plus associated amenity space. Discuss at meeting.

Cllr Mrs Brook took no part in this part of the meeting. The application was discussed

and the council agreed unanimously to support the application. It was felt that the proposal would improve the appearance of the house.

c. Applic No. 3126/20/FUL Highcroft, Broadwoodkelly Construction of five new dwelling with associated parking and infrastructure (resubmission of 4033/19/FUL). Appeal dismissed (refused).

9.Finance:

a. Invoice from clerk for wages/expenses – £132.51

Councillor Mrs Cook proposed that this invoice be paid. This was seconded by Councillor Mrs Brook and agreed by all.

b. Interest on Business Reserve Account (May/June) – £0.11

c. Balance at Bank

As at 1st July the balance in the Current account was £6750.72 (does not include cheque signed this evening). As at 1st July the balance in the Business Reserve account was £6786.15.

10. Matters for further reporting:

Cllr Penny mentioned the Enforcement cases. Many have been on the list for some time and surely arent going to be enforced. Councillor Ratcliffe agreed and stated the Enforcement Officers are making an effort to get the list reduced.

Cllr Gant mentioned the junction just down from the village hall. Two roads intersect and almost need a dotted line to give right of way to one of the roads.
