4. Public Participation – there were no members of the public.
5. Report by Borough Councillor – the Borough Councillor was not present.
6. Past Subject Matters for further discussion:
a. [6.a] Parish Website – Councillor Mrs Cook explained the website gets about 100 hits per week. Occasionally there is a spike before an event.
b. [6.b.] Areas of Highway requiring work to utilise TAP fund money – carry forward to the next meeting.
c. [6.c] Registers of Interest (following adoption of revised Code of Conduct) – awaiting the registers from two members of the council.
d. [7.a] HM Queen Elizabeth II Platinum Jubilee – the parish council could get mugs or coins for the children in the parish. In the current edition of Clerks and Councils Direct there is a company advertising jubilee mugs and they cost £5.55 each. Other suppliers are available. Discuss further at the next meeting.
e. [7.b] Clearance of hedge growth at stiles – Councillor Gant was looking into this and nothing has been heard. Leave on the agenda for the next meeting.
7. Clerk’s report and correspondence received:
The following correspondence is contained within the Councillors folder:
a. A Plan for West Devon – Councillor Mrs Cook has looked at it, but no comments to make at the meeting.
b. Dedicated email addresses for councillors in connection with council business- the councillors present felt this was a good idea. It does mean having to check two email accounts, but does keep things separate. Councillor Cook stated she would have a look to see what is available and report back at the next meeting.
c. Broadband – carry forward to the next meeting.
d. Letter from Okehampton District Transport Group requesting a donation from the parish council – Councillor Penny had stated he would support making a donation. Councillor Cook felt it would be good for the council to make a donation towards a Mental Health charity. It was decided not to make a donation this year towards the Okehampton District Transport Group and instead suggest a Mental Health charity at the next meeting.
e. Clerk’s and Councils Direct
f. Elan City – traffic control and public communications systems.
8. Planning:
a. Applic No. 1408/21/OPA Lower Ingleigh, Broadwoodkelly – outline application with some matters reserved for erection of agricultural workers dwelling. Granted conditional approval.
b. Applic No. 2054/21/HHO Swallows Barn, Broadwoodkelly – Householder application for extension to dwelling. Granted conditional approval.
Councillor Cook wished to comment on a couple of planning comments submitted by the council. The first was Lower Ingleigh where the council asked for an agricultural tie to remain on the main dwelling and be placed on the new dwelling. She felt that was not correct. Also, with Swallows Barn – she felt you can develop a Q building. The council objected because the dwelling was granted consent because of permitted development rights which restricts the addition of extensions to the original building.
Councillor Cook feels that the council needs to ensure the comments made are technically correct.
9. Finance
a. Invoice from clerk for wages/expenses – £140.28
Councillor Mrs Cook proposed that this invoice be paid. This was seconded by Councillor Clark.
b. Interest on Business Reserve Account (July/Aug) – £0.12
c. Balance at Bank
As at 3rd August the balance in the current account was £6618.21 (does not include the cheque signed this evening). As at 31st August the balance in the Business Reserve Account was£6786.27.
10. Matters for further reporting: there has been a problem on one of the footpaths in the parish. There are cattle in the field and walkers have been leaving the gates open. Councillor Gant usually submits a report to the P3 department at Devon County Council. Could look into requesting 2 self closing gates.
11. Confidential discussion:
16.1 Enforcement cases
An update has been received regarding one of the enforcement cases. The site was visited and no breach was found.
12. Date of next meeting:
November 23rd 2021. Hopefully this can be held in the village hall.
There being no further business the meeting closed at 8.35pm
