Broadwoodkelly Parish Council

Minutes of the Broadwoodkelly Parish Council meeting held remotely using Zoom on Tuesday 22nd

September 2020 at 7.30 p.m. Being held remotely because of ongoing Covid – 19 pandemic.

Present: Cllrs R. Heggadon (Chairman), R. Gant and A. Penny

1. To receive apologies for absence and consider if the reason for the absence should be approved by the council.

Councillor J. Clark sent his apologies because of work commitments. Councillors Mrs B. Cook and Mrs. C. Brook sent their apologies as their Broadband connection is not good enough to participate in the remote meeting. These apologies were accepted.

Borough Councillor Barry Ratcliffe had sent his apologies that he would be unable to attend this evenings meeting owing to another commitment.

2. To receive any declarations of Interest from members:

Councillors are reminded to declare any personal or prejudicial interest they may have in any agenda item

There were no declarations of interest.

2.1 The parish council has delegated the power of granting dispensations to the clerk

2.2 To receive written requests for dispensations for disclosable pecuniary interests (if any)

2.3 To grant any requests for dispensations as appropriate.

3. To receive and approve the Minutes of the meeting held on 28th July 2020.

Cllr Penny proposed that the minutes of the last meeting be signed as a correct record. This was seconded by Cllr Gant. The clerk will arrange for the chairman to sign the minutes at a later date.

4. Public Participation – there were no members of the public present

5. Report by Borough Councillor – the Borough Councillor was not present.

6. Past Subject Matters for further discussion:

a. [7.a] Parish Website – Cllr Penny stated he had received the invoice for the domain name and this has been passed on to Mrs. Cook.

b. Devon Air Ambulance Trust – Community Landing Site. The chairman stated there was nothing more to report.

c. Areas of Highway requiring work to utilise TAP fund money – no areas to report.

7. Clerk’s report and correspondence received:

The following correspondence is contained within the Councillors folder:

a. Letter from Okehampton District Transport Group requesting a donation.

This was discussed and Cllr Penny proposed that the sum of £50 be sent to them. Cllr Gant seconded this proposal. The clerk will arrange for a cheque to be sent to them.

b. Children’s Hospice South West – Memories by Moonlight an event being held 26th September. Clerk to email poster to Cllr Mrs B. Cook.

8. Planning:

a. Application No. 2364/20/CLP Land at SX 628 104, Broadwoodkelly – Certificate of lawfulness for proposed mobile home structure for agricultural welfare purposes. No statutory consultation. Sent out for information only.

b. Application No. 1525/20/LBC Park Cottage, Broadwoodkelly – Listed Building consent to extend height of chimney. Granted conditional approval.

c. Application No. 1981/20/HHO Park Cottage, Broadwoodkelly – Householder application to extend height of chimney. Granted conditional approval.

d. Application No 1395/20/FUL Summerhayes, Ingleigh Green, Broadwoodkelly – Retrospective change of use from agricultural building to joinery workshop with canopy extension and roller shutter door. Granted conditional approval.

e. Application No. 2166/20/ARC Whey Barn, Mount Pleasant Farm, Broadwoodkelly – application for approval of details reserved by conditions 5 & 6 of planning consent 0830/20/FUL. Discharge of conditions approved.

f. Application No. 2460/20/LBC Walson Cottage, Broadwoodkelly – Listed Building Consent for proposed rebuild of chimney including installation of chimney pot (see details 0620/16/LBC) and removal of cement plaster and replace with lime plaster below chimney wall. Comment required prior to meeting. Council supported.

9. Finance

a. Invoice from clerk for wages/expenses (August/September) – £115.50

Cllr Penny proposed that this invoice be paid. Cllr Gant seconded. The clerk will drop the cheque book in to the chairman for signing

b. Interest on Business Reserve Account (July /August) – £0.11

c. Balance at Bank – As at 28th August 2020 the balance in the Business Reserve account is £6785.58. The balance in the current account is £5747.56 (less 2 payments of £115.50 – £5516.56)

10. Matters for further reporting:

Cllr Gant stated the village hall has the code displayed for the NHS track and trace system (in connection with Covid-19 pandemic), the walking group are meeting as it is an outside event. Cllr Penny stated the church is opening for their first service since lockdown this Sunday.

The clerk stated an error has come up on the Epson printer. She has contacted Epson who have given her instructions as to what to try to remedy the problem (she has followed these instructions and the fault still exists). Epson have stated the printer is out of warranty and they have quoted a fixed price repair £118.80 + VAT. This includes transportation, spare parts and labour. The clerk asked if she should contact someone locally.

The chairman stated a new printer would be cheaper. The clerk is to look at what is available.

11. Confidential discussion:

16.1 Enforcement cases – remain the same.

12. Date of next meeting:

November 24th 2020. Depending on Government guidance may be held in the village hall

or remotely via Zoom.

There being no further business the meeting finished at 20.05
